Significant Changes at the UK Border

From 31 January 2024, the UK government will implement new border control regulations affecting the import of certain goods from the EU. These changes are part of the Border Target Operating Model and will be introduced in stages throughout the year.
The new rules aim to protect biosecurity by introducing controls on plant and animal products considered to be at “medium risk.” These include five categories:

  • Cut flowers
  • Cheese and other dairy products
  • Chilled meat
  • Frozen meat
  • Fish


The new regulations will include:

  • Health certificates for specific goods imported from the EU.
  • Document and identity checks.
  • Safety and security declarations for EU imports.
  • The introduction of digital solutions to streamline the process.


From 31 January 2024, each shipment of animal-origin products must include a health certificate issued by a local veterinarian. Starting 30 April, shipments will also undergo physical inspections at the UK border.
